The business community highly appreciates the tax sector's reform efforts and spirit of accompanying

For businesses and business households, 2022 is the year that the tax sector shows its role and spirit of accompanying the business community most clearly, when it's not only continuously marking more efforts to reform and modernize management, but also promptly issued various mechanisms and policies to support businesses to overcome the difficult period due to the epidemic. The more businesses feel the effectiveness of support solutions, the more businesses want the tax sector to continue to take more positive actions, helping businesses fulfill their obligations to the state budget.

Mr. Dau Anh Tuan, Deputy Secretary General of VCCI: Tax support policies have created more favorable conditions for businesses

The supportive policies of the tax sector over the past time, especially in the post-Covid-19, have created more "favorable" for businesses and people in the process of recovery and development. In which, it can be mentioned that the reduction of CIT payable in 2020 for enterprises, cooperatives, non-business units and other organizations in Resolution No. 116/2020/QH14; extending the deadline for paying VAT and CIT according to Decree No. 41/2020/ND-CP; reducing more than 40 types of fees and charges according to the Circulars issued by the Ministry of Finance, such as automobile registration fees, road usage fees, fees in the field of registration of secured transactions, food safety and hygiene; or Decree No. 32/2022/ND-CP extending the payment of SCT recently has created favorable conditions for domestic automobile manufacturing and assembling enterprises. These are all policies that are pleasing to the people, show a very high sense of responsibility, create clarity and are in line with international practices. However, a recent PCI survey by VCCI showed that, on average, 22% of enterprises reported that they were still facing difficulties. Specific difficulties were raised by enterprises such as requesting tax exemption and reduction (23% of enterprises encountered), tax refund (18%) and tax finalization (17%). Thus, in the coming time, we hope that the tax sector will continue to reform further, to create more favorable conditions for enterprises, and contribute to improving the business environment and develop the economy.

Dr. Nguyen Minh Thao, Head of Research on Business Environment and Competitiveness (CIEM): The business community highly appreciates the timely response of the tax sector in supporting decisions

It can be said that the tax reforms in 2022 are highly appreciated by the business community, especially the flexible and timely response of the tax sector in making decisions to support businesses and people. Specifically, the policy of extending tax payment and land rent according to Decree No. 52/2021 of the Government; freezing tax debt according to Resolution No. 94/2019 of the National Assembly; Tax refund, VAT reduction for businesses. These policies have clearly shown the interest of the tax sector to the business community, which is one of the remarkable milestones in 2022. Besides, the implementation of chemical electronic invoices nationwide have great significance, contributing to creating more channels and ways of implementing tax administrative procedures according to modern trends. The economic recovery support packages, including the tax policy, are the "drug" that promote immediate effectiveness and are most suitable compared to other support packages.

However, when the business community started to recover, it encountered external shocks that greatly affected production and business results. Therefore, in 2023, the business community wants the tax sector to consider extending support policies, such as tax payment extensions, incentives, and tax reductions. In addition, policies need to be clearer and more transparent, gaining trust for businesses in implementing policies to make production and business more efficient.

Mr. Hong Sun, Vice President of Korean Business Association in Vietnam, Chairman and General Director of HSDC Co., Ltd: Korean enterprises highly appreciate the efforts of Vietnamese tax authorities

In recent years, foreign investors operating in Vietnam have clearly felt the efforts of the Government in general and the Vietnamese tax authorities in particular in creating a fair and favorable business environment. For example, in 2022, in the face of difficult economic conditions, the Government of Vietnam, the Ministry of Finance and the General Department of Taxation have issued various policies to support the business community, regardless of domestic or foreign enterprises. Along with that, efforts to reform and modernize tax administration, through the provision of electronic tax services, such as electronic invoices, the implementation of electronic tax services on mobile devices, or the portal for foreign suppliers... all show that the General Department of Taxation always closely monitors the actual situation of enterprises to make suitable proposals. All these activities have created a lot of advantages for foreign enterprises in fulfilling their obligations to the State budget of the Government of Vietnam. However, we still hope for further reform of the tax agency, so that more and more Korean companies can invest, or expand their investment in Vietnam.

Dr. Nguyen Anh Tuan, Standing Vice Chairman of Foreign Investment Enterprise Association: I hope that the tax authorities are more proactive in accompanying businesses

The year 2022 marks tax administration reform with the application of Circular No. 80/2021/TT-BTC, which greatly simplifies tax declaration and payment procedures. Specifically, enterprises with many production and business establishments and affiliated units in many provinces can be selected to declare centrally at their headquarters, reducing the burden of procedures for businesses. Another reform is the electronic portal for foreign suppliers for tax registration, declaration and payment or information search, learning about the tax legal system and related legal policies relating to the field of e-commerce in Vietnam, or Decree 91/2022/ND-CP issued on October 30, 2022 stipulating that the temporarily paid tax amount of 4 quarters must not be lower than 80% of the year's CIT, because of the regulation of 75% for the temporary payment of 3 quarters as before, it is also considered to have removed major obstacles and solved difficulties in cash flow for enterprises.

Besides the above positive changes, there are still problems, especially related to VAT refund. Therefore, the tax sector needs to actively accompany businesses, especially in the context that the world economy still has many difficulties ahead. Tax authorities at all levels should be transparent and uphold the task of nurturing revenue by respecting the rights of businesses, but still ensure to avoid loss of revenue by closely monitoring and guiding throughout the compliance process of businesses.

Ms. Nguyen Thuy Hang, Chief Accountant of Hoang Kim Trading Joint Stock Company (Hanoi): tax reform has really created favorable conditions for enterprises

As a person who directly makes tax declaration and finalization, I personally and Hoang Kim Trading Joint Stock Company continue to recognize and appreciate the tax reform efforts in 2022, thereby really create conditions for enterprises in fulfilling tax obligations. If before, to pay taxes, our businesses had to make a declaration to the bank, or go to the tax office to pay, now we just need to stay at home to declare and pay through the state treasury account, saving money and a lot of time and effort.

Hopefully, in 2023, the tax sector will continue to further improve technical infrastructure and electronic interfaces; the process of modernization and electronicization of tax administration continues to be carried out synchronously, from tax registration, to tax declaration, tax payment, tax refund, as well as procedures, records and forms and so on to create maximum convenience for taxpayers to register, declare and pay taxes, cutting compliance costs for businesses.

Ms. Pham Thi Hong Chien, Chief Accountant of Thanh Cong Asset Management and Services Co., Ltd (PSC): Enterprises recognize the demand to receive feedback of the tax authorities

Last year, for PSC, in addition to enjoying general support policies, we also enjoyed support from Decree No. 34/2022/ND-CP on extending the time to pay VAT and CIT, creating favorable conditions for businesses to arrange cash flow in times of economic difficulties due to the Covid-19 epidemic. Along with that, tax declaration and payment are done in an electronic environment, helping tax accountants reduce a lot of time, as well as pressure at work. In particular, tax officials have listened, asked for and enthusiastically supported businesses in solving difficulties and problems. As a result, many reflections and recommendations of enterprises on issues related to tax policy were promptly and appropriately revised by the General Department of Taxation. Most recently, Decree No. 91/2022/ND-CP was amended in the direction of creating conditions for enterprises to have more resources to promote production and business activities at the end of the year. At the same time, creating favorable conditions for businesses to declare and pay taxes correctly. These are issues that the business community appreciates in the tax sector.

In recent years, the tax sector has made a strong breakthrough in reforming and modernizing tax administration, applying information technology, especially in 2022, promoting electronic transactions, creating many advantages for taxpayers. This affirms, when the tax sector applies digital transformation, all are win-win: Enterprises enjoy many utilities, tax authorities also enhance management efficiency; especially, the more convenient the accounting team. For example, before, it took us 1 week to make the adjustment declaration, reset the accounting system for 1 year, now it only takes 2 days to complete thanks to the 4.0 application. Even, there are businesses that used to use up to 2 accountants, now only 1 person is needed, because the work is reduced because there is no need to go back to get documents, wait for approval... Thereby, it not only helps business management better, but also create transparency and fairness in the performance of obligations to the state budget.

Mr. Tran Van Quan, Director of Nhat Quang Tax Accounting and Investment Consulting Co., Ltd: need incentives and support for small and medium-sized enterprises to increase their competitiveness in the trend of global integration

According to the Vietnam Association of Small and Medium Enterprises, the country currently has more than 800,000 enterprises, of which small and medium enterprises (SMEs) account for over 97%. However, this block only contributes more than 40% of GDP to the socio-economic development of the country. The reason is that SMEs still face many difficulties, such as the ability to access capital to invest in modern machinery and technology for production and business; lack of experience in administration, competitiveness and so on. Therefore, as an Accounting and Tax Service Company accompanying and supporting businesses throughout, Nhat Quang tax agent proposed that the Government should have more preferential policies, further support, especially tax, financial and capital to support SME development. In particular, start-up businesses are currently very confused in applying tax incentives and tax obligations related to scientific and technological development, so we hope the Government, the Ministry of Finance and the General Department of Taxation will pay more attention. Moreover, promulgating policies to support, guide and propagate in a timely manner so that SMEs can easily implement and quickly increase their competitiveness and develop sustainably, thereby having stable and solid resources, contributing to sustainable development and the state budget.
